Coimisiún na Meán has today (29.09.2026) opened a six-week stakeholder consultation on its draft Statement of Procedure and Methodology for the three-year appraisal of the Public Service Media (PSM) providers, RTÉ and TG4, covering the period 2028-2030.
Public service media is a cornerstone of democratic society—shaping how we understand ourselves, our communities, and our place in the world. A secure and sustainable PSM system is central to delivering Coimisiún na Meán’s vision of a thriving, diverse, creative, safe, and trusted media landscape—one that reflects Ireland as a modern, pluralistic democracy where freedom of expression is embraced, and social, linguistic, and cultural diversity is celebrated.
The Broadcasting (Amendment) Bill 2026 provides for an enhanced framework for assessing the performance and appropriate funding of RTÉ and TG4. The Bill supports implementation of Article 5 of the European Media Freedom Act (EMFA), which requires Member States to ensure that public service media providers have access to adequate, sustainable and predictable financial resources.
Proposed sections 112A and 112B of the Bill require Coimisiún na Meán to prepare and consult on a draft Statement of Procedure and Methodology as part of the new three-year appraisal process.
The draft Statement sets out the proposed procedure and methodology for the 2028-2030 appraisal, including the approach to making funding recommendations and determining performance commitments.
The accompanying consultation document explains the statutory context and key design principles underpinning the proposed approach. It seeks views on matters including the proposed funding approach and categories, the relationship between funding and performance commitments, and the criteria for those commitments.
Submissions received will be considered by Coimisiún na Meán in finalising the Statement of Procedure and Methodology, which is due to be adopted by 31 January 2027.The consultation is open until 10 November 2026.
