
Coimisiún na Meán is currently undertaking a review of its Broadcasting Services Strategy (“BSS”). This review will support the achievement of the organisation’s Strategic Outcome to encourage and develop “a media landscape that is sustainable, pluralistic, and participative, and that reflects and shapes who we are as a society.”
A key element of this work will be the undertaking of research and consultation activities, including a comprehensive environmental and economic present-day and future-looking analysis of the Irish broadcasting, as well as audience research. The findings of this market analysis will provide insights into market demand, viability, and the strategic opportunities for expanding the radio landscape.
To support this analysis, we are now inviting submissions from parties interested in providing new commercial or community sound broadcasting (audio and audiovisual) services. We are open to suggestions regarding the nature of the service(s) to be provided, the basis/models upon which such services might be licensed (e.g., FM, DAB+), and the areas and audiences to be served by such additional services.
Submissions will be considered in the course of the research project, which will have regard to the quality, range, and type of content to be provided and, in particular, the extent to which any new service will add to the diversity of services in any particular area and/or service audience interests (including niche and specialist content).
Please note that a submission of interest in the provision of a new service will not be regarded as an application for a broadcasting contract. The submissions are being sought for research and information purposes only at this time.
The closing date for submitting a proposal is 12:00 noon on Friday, 17th October 2025.
