Freedom of Information Publication Scheme

Section 8 of the Freedom of Information (FOI) Act, 2014 requires public bodies to make information available about their structures, functions, powers and the services they provide to the public as well as details of the types of records they hold and the procedures and practices they operate under. This is known as the Publication Scheme. The purpose of the Scheme is to publish information about public bodies outside of the FOI Act to foster greater openness, transparency and accountability.

Who we are and what we do

We are Coimisiún na Meán, Ireland’s agency for developing and regulating a thriving, diverse, creative, safe and trusted media landscape.

As the independent media regulator, we are responsible for regulating broadcasters, video-on-demand providers and online platforms established in Ireland. Our wide-reaching remit also includes supporting and developing the Irish media sector. 

Establishment

Our organisation was established in March 2023, further to the provisions of the Online Safety and Media Regulation Act 2022.

Roles, responsibilities and functions

Our responsibilities are to:

  • Oversee the funding of and support the development of the wider media sector in Ireland.
  • Oversee the regulation of broadcasting and video-on-demand services.
  • Develop and enforce the Irish regulatory regime for online safety.

In particular we:

  • We implement the regulatory regime for online safety.
  • We regulate broadcasters and video-on-demand providers.
  • We support the wider media sector.

Governance / management arrangements

Coimisiún na Meán is led by a Chairperson and four Commissioners, collectively referred to as the Commission. These full-time executive staff members are appointed by the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media. The Commission is the decision-making body of Coimisiún na Meán. The powers and functions of the Commission are set out in section 7 of the Online Safety and Media Regulation Act 2022.

Corporate plans and strategy

Our first Strategy Statement covers the three-year period from 2025 to 2027 and sets out our vision for the media landscape in Ireland, as well as six strategic outcomes which bring that vision into sharper focus. 

Our 2025 Annual Work Programme sets out the priority projects that we will commence or advance during the calendar year. Each of these projects will support the realisation of our vision and contribute to the delivery of one or more of the six strategic outcomes in our Strategy Statement, 2025 to 2027. 

Organisation and pay / grading structures

Staff of Coimisiún na Meán are public servants and paid according to Civil Service pay scales set by the Department of Public Expenditure, Infrastructure, Public Service Reform and Digitisation.

Freedom of Information disclosure logs

Our disclosures logs contain details of all non-personal requests received under FOI since the establishment of Coimisiún na Meán and the decisions made in response to those requests.

The FOI Disclosure Logs contain the following information: FOI request number, date received, category of requestor, request summary, date of decision sent and the outcome of the request.
