Revised Media Pluralism Policy published

Coimisiún na Meán has today (06.08.2026) published its revised Media Pluralism Policy. We have a number of powers, functions and responsibilities to protect freedom of expression and ensure pluralism of the media.

Media pluralism is an established concept in human rights, linked to the right to freedom of expression. Free and pluralistic media are recognised as pillars of modern democracy, allowing for the flow of information and the possibility to hold power to account. Our Media Pluralism Policy explains our understanding of media pluralism, and how media pluralism guides the work that we do.

Speaking about the updated Policy, Aoife MacEvilly, Broadcasting and Video-on-Demand Commissioner noted, “A healthy and pluralistic media landscape includes a diversity of media ownership, services, content and exposure. We are pleased to publish our revised Media Pluralism Policy, which reflects shifts in audience habits and a changing regulatory environment. The updated Policy outlines our vision for a thriving, diverse, creative, safe and trusted media landscape.’’

The Policy sets out:

  • Our role in promoting and safeguarding media pluralism;
  • Our vision, objectives, and desired outcomes related to media pluralism; and
  • A series of indicators that form the basis for measuring media pluralism and to guide our future work. These include:
    1. the viability of media services,
    2. concentration in media markets, and
    3. representation in media content.

To safeguard and promote media pluralism, the Policy also outlines the importance of:

  • public service media,
  • quality and independent journalism,
  • informed choice and access to media, and
  • innovation and inclusion in the media landscape.

The Policy is published following a public consultation process, with thanks to those who contributed.
