EU restrictive measures in response to situation in Ukraine

In response to Russia’s annexation of Crimea in July 2014 and its full-scale invasion of Ukraine in 2022, the European Union has imposed a range of restrictive measures on Russia through the introduction of Council Regulations 833/2014, 269/2014 and 2024/2642, which it updates on a regular basis.

Restrictive measures in relation to broadcasting are set out in Article 2(f) of CR 833/2014, with the corresponding list of banned media outlets included in Annex XV of the Regulation. 8 additional media outlets were added to Annex XV as part of the 16th package of sanctions against Russia adopted in February 2025 (CR 2025/395 amending CR 833/2014). The ban on the 8 additional outlets took effect on 9th April 2025. 

On 24th June 2024, the Council of the European Union adopted its 14th package of sanctions against Russia in response to its war against Ukraine (CR 2024/1745 amending CR 833/2014). This package introduced Article 5(t), an additional restrictive measure prohibiting the acceptance of Russian funding by various types of organisations, including media service providers (as defined in EU CR 2024/1083) established in a Member State.
