Media ownership databases

Article 6 of the European Media Freedom Act (EMFA) aims to guarantee transparency in media ownership and obligates Member States to entrust competent bodies with developing national media ownership databases.

We currently operate two media ownership databases developed in cooperation with Dublin City University’s School of Communications:

The General Scheme of the Media Regulation Bill provides for establishing a database on a statutory basis with expanded scope and mandatory notification requirements for media service providers when relevant information is updated.

Article 6 of EMFA and its implementing legislation will require further development of existing databases to align with EMFA requirements. The General Scheme mandates that the database contains information specified in Article 6(1) of EMFA, including:

  • Names of direct or indirect owners of media service providers
  • Names of beneficial owners
  • Total annual amount of state advertising allocated to them
  • Total amount of advertising revenue received from third countries
