Transparency & Targeting of Political Advertising Regulation

Under EU law which applies from October 2025 (“Transparency & Targeting of Political Advertising Regulation” or “TTPA”), it is now required that all political advertising (in any form) is transparent and easy to recognise through the use of clear labelling.

It is also required that certain information relating to a political advertising (including its sponsor, the election or referendum it relates to, the amount paid and the use of any targeting techniques) are made publicly available through a transparency notice. A sponsor of a political advertising is the individual, group or organisation that requests the advertisement.

The TTPA applies to political advertising across all media, including online platforms, newspapers and billboards.

Our role

Coimisiún na Meán is one of three competent authorities designated in Ireland to supervise compliance with the TTPA.

We supervise the compliance of certain categories of providers with their transparency obligations under Articles 7 to 17 of the TTPA, including:

  • Intermediary service providers (i.e. online platforms and search engines)
  • Television and radio broadcasters
  • Audiovisual on-demand service providers
  • Video-sharing platforms

whose main establishment is in Ireland.

In respect of television and radio broadcasters (as well as certain categories of on-demand providers), advertising towards a “political end” is prohibited under the Broadcasting Act 2009.

Other competent authorities

An Coimisiún Toghcháin (The Electoral Commission) is the national contact point for the TTPA in Ireland. It is also the competent authority for all other providers of political advertising services that do not fall within Coimisiún na Meán’s remit.

The Data Protection Commission supervises the TTPA’s rules relating to the use of targeting and ad-delivery techniques involving personal data.
